Technical Assistance Program:

TRWA’s technical assistance program, funded through the Texas Commission on Environmental Quality’s Financial, Managerial, and Technical Assistance Contract, provides financial, managerial and technical assistance to water and wastewater systems on varying small system assistance needs that are requirements or help ensure small system viability. A sampling of some of the assistance provided includes consolidation, rate studies and/or rate change applications for privately owned systems, funding sources, completing new TCEQ reports such as the Disinfectant Level Quarterly Operating Report or the Surface Water Monthly Operating Report, meeting disinfection by product requirements, monitoring plan, operation and maintenance manual, tariff amendment, board member training, and planning to meet upcoming maximum contaminant level requirements.

Source Water Protection Programs:

Source water protection is a proactive program intended to assist systems in preventing contaminants from entering their supply sources. SWP includes the following activities: developing a planning team, delineate (mapping) the protection area, inventorying and mapping (using GPS and GIS) of potential sources of contamination (things like underground storage tanks, wells, gas stations, marinas etc), preparing a report including maps, and preparing contingency plan and plan for best management practice program implementation. TRWA has more than 10 years experience implementing SWP programs in Texas and currently works with both groundwater and surface water systems. The three federally funded source water programs allow TRWA to set up SWP programs for water systems and assist them with contingency plans to address contamination events and best management practices programs to lessen the probability of contamination occurring.
