2018 Salary and Rate Survey/Report

All member systems that submit their completed surveys by August 17, 2018 are eligible for a complimentary copy of the results.

The TRWA Salary Survey and Rate Study Reports have proven to be useful to our members in determining and justifying compensation levels and utility rates. The confidential information obtained from the survey will be used to create TRWA’s 2018 Reports.

As a token of our appreciation, we are offering one complimentary copy of the Salary Survey Report and the Rate Study Analysis to each participating system (up to $200 value).

The individual who completes this survey for your system will need to have access to confidential employee salary and benefit information, as well as the system’s budget and contracting information. In most cases, the system’s manager or treasurer would be the appropriate person to complete this survey.

Completing the Survey - One Submission Per System

  • One copy will be mailed to every TRWA Utility Member
  • We strongly encourage systems to participate via our online survey
    • This survey can be closed out and revisited from the same device only and will save sections that have been completed. For this reason, we recommend completing the page before closing out.
  • Additional copies of the survey are available here.

You may pick up your copy of the reports at any of our fall conferences, or you may contact our office after October 8 to request a your copy. They will also be available for purchase in our store at that time.

2018 Salary Survey Instructions

The individual who completes this survey for your system will need to have access to confidential employee salary and benefit information, as well as the system’s budget and contracting information. In most cases, the system’s manager or treasurer would be the appropriate person to complete this survey.

Section A – Identification

The information provided in this section will be used to determine eligibility for one complimentary copy of the Salary Survey Report and the Rate Study Analysis (up to $200 value). The name and membership status of participating systems will not be published in any form and will be destroyed after the survey report is completed.

Section B – Utility Information

The information in this section will give context to different levels of compensation in the Salary Survey Report. Because the needs and resources of water and wastewater utilities vary widely across the state, this information will help utility decision makers compare the compensation packages they offer to their employees with similar systems.

Section C - Rates, Fees and Charges

The responses provided in this section will be used to create TRWA’s comprehensive, state-wide rate study. Based on this information, a Rate Study Analysis will be provided to survey participants, free of charge, along with the Salary Survey Report.

Section D – Employee Benefits

In this section, please let us know what benefits you provide for your employees as a whole. Please do not include a benefit that is unique to only one employee. The one exception is the question regarding vehicle allowances. For this question, please indicate which positions, if any, receive allowances and the amount of the allowance.

Section E – Company Equipment

Equipment in this section refers to company/utility property that employees use away from the office or plant. Equipment may include, but is not limited to, company vehicles, laptop computers, printers, GPS equipment, mobile telephones, etc. This section includes company/utility equipment in general and asks questions about the specific positions authorized to use this equipment.

Section F – Salary Information

Reporting in this section should be taken from the 2017 or previous fiscal year’s payroll records. Each job title includes a brief description of the primary duties and necessary licenses for the position. We realize that the job titles and definitions we use may not exactly reflect the titles and definitions used for your system. Please use the definitions as a guide and choose the title that best fits the job performed by the employee in question. If an employee has several job titles or functions, please list him/her only once using the job description that best defines the majority of their duties. Since we would like information on as many employees as possible, please use the last page of this section to add additional employees and refer to one of the job titles included in the survey. If you have a position we have not included, please include a brief description and salary information on the last page of this section.

Section G – Comments and Feedback

Please use this section to give us feedback on your experience with this survey so that we can continue to improve it in the coming years.
