TRWA's Legal Department provides a wealth of legal services to our member water systems. These benefits include: 

Consultation and Legal Advice

Our staff attorney and paralegal fields questions from members covering a variety of legal issues that water utilities face. All calls are confidential and members receive the guidance they need to make informed decisions without having to initially consult with outside legal counsel.

 

Our staff attorney also provides consultation on water law issues to outside legal counsel representing members on permit applications and other contested matters.

 

Advocacy

 

TRWA works year-round to represent rural water interests at the Texas Legislature and before the regulatory agencies.

 

Training

 

TRWA conducts many conferences throughout the year which includes presentations on legal and policy issues. TRWA also co-sponsors a Water Law Seminar every legislative session year with Texas Water Conservation Association (TWCA).

 

Ask the Attorney

 

TRWA members can submit legal questions via the TRWA website by clicking on the Legal tab and going to the  "Ask the Attorney" menu option to fill out the electronic form and submit your question to the Legal Department. 

 

Keep It Legal Q&A in Quench Magazine

 

Our legal column Keep It Legal Q&A is published in every issue of TRWA's bi-monthly magazine, Quench. The Q&As include real questions from members and provides answers so that all members may benefit. The Q&As are archived on the TRWA website in a searchable database by topic.  Click on this link Keep It Legal Q&A to access the database or go to the pull down menu from the Legal tab.  

 

Legal Handbook

 

TRWA now offers free of charge to our members the WSC Legal Handbook and District Legal Handbook  These handbooks are located under the Legal tab.   

 

Legal Resources & Legal Library

 

TRWA maintains a law library and access to electronic legal research services to help legal staff quickly and effectively research the law to help members resolve their issues.

 

Additionally, TRWA  maintains a member linked webpage so that you may access the many free legal resources available to water utilities.  

Sample contracts and policy form documents

 

TRWA has developed a series of sample governance and system operation documents for both water supply corporations and districts that are updated on a regular basis to be consistent with applicable laws and rules. These forms are turn-key and adaptable to specific situations.
