POSITION SUMMARY:

Under the oversight of the Environmental Services Director administers all activities associated with contracts funded through but not limited to Texas State agencies, including contracts from the Texas Commission on Environmental Quality (TCEQ).  This position will also assist in managing projects to promote the department and TRWA.

 

 

ESSENTIAL FUNCTIONS:

·         All work is performed with a direct reflection of the mission and values of the organization

·         Ensure that all state contract deliverables are completed on time by continually monitoring progress of each assignment and contract goals/deliverables

·         Delegate FMT referral assignments to FMT Specialist staff

·                  Provide technical assistance and support for FMT Specialist

·         Provide QA/QC support on FMT reports including data accuracy, completeness and formatting

·         Provide direct on-site financial, managerial and technical assistance to public water systems as required under the FMT contract

·             Promote TRWA membership

 

 

OTHER ACCOUNTABILITIES:

·                  Maintain thorough knowledge of all state and federal regulations as they apply to water and wastewater utilities.

·         Promote positive public relations with TCEQ, USDA – Rural Development, TWDB, EPA and other state and federal agencies and other public and private water related organizations.

·                  Provide written and recorded materials for the TRWA Quench magazine and podcasts on technical topics related to water/wastewater as needed on management, financing, public relations and other related industry topics.

·                  Participate in promotional activities to support the association and its members

·                  Assist with TRWA conferences; and make presentations, as assigned.

·                  Comply with all TRWA personnel policies and local, state, and federal laws as required by such policies and laws.

·         Other duties as assigned

 

 PHYSICAL DEMANDS AND WORK ENVIRONMENT:

·         Ability to travel up to 20% of the time.

·         Work environment may include inclement weather, small meeting areas, and near or with hazardous chemicals related to drinking water or wastewater treatment.

 

  

EDUCATION AND EXPERIENCE:

Minimum qualifications

·         Five (5) years of professional management experience.  A Bachelor’s degree in Business Administration, Management, Public Administration, Science, Engineering, or a closely related field associated with the position requirements may substitute for up to three (3) years of the required experience. An advanced degree may substitute for an additional year of the experience.  Project coordination and management includes responsibility for quality control, quality assurance, training, supervision and personnel management.

·         Current Class C or higher ground or surface water certification, or the ability to obtain one.

·                  Five (5) or more years water and/or wastewater utility experience, including providing technical assistance and training services to water and wastewater utilities.

·                  Familiarity with Safe Drinking Water Act requirements and TCEQ rules concerning water quality and water utilities.

 

 Preferred qualifications

·                  Five (5) or more years personnel and financial management experience.

·                  Extensive knowledge of rural and small utility issues and needs.

·                  Prefer three or more years supervisory experience over technical, professional and/or administrative employees.

·         Familiarity and experience with budgets and accounting practices.

 

 

KNOWLEDGE, SKILLS AND ABILITIES:

·         Ability to exercise independent judgment in making a decision or recommendation for action after known possibilities have been considered.

·         Maintain water licensure

·                  Maintain thorough knowledge of all state and federal regulations as they apply to water and wastewater utilities

·                  Ability to learn technical material

·                  Experience with computer based word processing, spread sheet and data base applications.

·                  Excellent oral and written communication skills.

·                Close attention to detail and ability to manage multiple projects

·         Knowledge of water and wastewater operations

·         Maintain valid Texas drivers’ license

 

ORGANIZATIONAL RELATIONSHIPS:

·         Reports to: Director of Environmental Services                  

·         Supervises (if any): Assists with supervision of Source Water Protection Specialist, technical assistance staff, and office staff.

·         Supports: Environmental Services Department 

·         Peer collaboration/communicates with (internal, external):

Internal: Works cooperatively and in collaboration with other Environmental Services Department staff in support of all contracts and works cooperatively with other Association field staff and support personnel as required.

External: Frequent contacts with staff of the Texas Commission on Environmental Quality. Maintains contacts as well with TRWA members, local utilities, local elected officials, technical trade organizations, and industry representatives.
