Direct the design, planning, and implementation of education and training programs aligned with the objectives and strategies of the Association.  

Manage, schedule, promote, and coordinate water and wastewater operator license classroom training and workshops at locations throughout Texas.
Develop and update online and classroom course curriculum, lesson plans, and training materials.
Recommend new training initiatives and assess effectiveness of established training programs. 
Apply for operator certification credit for all TRWA conferences, training courses, and workshops.
Develop and oversee workforce development programs, which may include writing grant proposals and seeking other funding sources. 
Manage budget and department staff. 

Ensure all TRWA manuals and training materials are kept up to date.
Represent TRWA at stakeholder meetings pertaining to training, licensing and other industry related areas.
Present at TRWA conferences and write articles for TRWA’s magazine.
Oversee and participate in the process of planning educational programming for conferences. 
Coordinate with the National Rural Water Association for the Utility Management Certification Program, including developing updates.
Participate on relevant staff committees.
Ensure that strategic goals relating to the Training Department are met.
Other duties as assigned

Ability to sit in front of a computer for long periods of time.
Ability to be on feet for long periods of time during conferences and events. 
Ability to lift 25 pounds. 
Ability to travel on a limited basis. 


Minimum qualifications:
Five or more years’ experience in program and project management, including managing a budget and supervising technical, professional, and administrative employees.  
Bachelor’s degree in education, business, engineering, government, finance, natural sciences or other related discipline. In lieu of degree, 10+ years of relevant experience.

Preferred qualifications:
Experience as a training department director or manager, including organizing trainings and designing educational curriculum.
Five (5) or more years’ work experience in the water and wastewater utility industry. 
Experience writing successful grant proposals.


Proficiency with personal computers and standard office applications, such as Microsoft Office Suite.
Proficiency with desktop publishing and design applications, such as Adobe InDesign, Photoshop, and Illustrator.
Understanding of traditional and modern training methods (including classroom training, workshops, and e-learning).
General understanding of online training software including Articulate Storyline. 
Understanding of state and federal laws and regulations that apply to public water and wastewater systems or ability to acquire this knowledge.
Excellent oral and written communication skills. 
Excellent leadership and management skills.


Reports to the Executive Director.
Supervises Training Department staff, including training professionals.
Works independently as well as collaboratively with TRWA staff, host water system staff, e-learning platform staff, state agency personnel, and water and wastewater operator students.
