- All students must be registered with TSPWSP at TCEQ prior to taking any on line course, must have valid TSPWS ID Card, and valid TSPWS voucher. For more information on registering for this program, click here.
- In order to use a TSPWSTP voucher to pay for an online course, a student must first read and sign the TRWA Voucher Internet Agreement. Click here to download a copy of this agreement.

- The student must also indicate which online course they wish to take on the TRWA Voucher Internet Agreement. Click here to view course options and descriptions.
- The student must return the following documents to TRWA Austin headquarters:
- a signed and completed TRWA Voucher Internet Agreement
- a complete original voucher, all three copies - TRWA will return the pink copy to the student with the completion certificate
- a copy of the student's driver's license or other state issued identification
- a copy of the student's TSPWSTP identification card

- Student's must create an online account with SunCoast Learning before their class can be activated. Click here to be directed to the SunCoast Learning Web site.
- Under the heading "New User Registration" click "Register Now"
- Student's must complete the form and choose a user name and password
- Student's must remember their user name and password! They will need it in order to access their class.
- Once the completed TRWA Internet Voucher is received, validated and processed by TRWA, the student's account will be activated. TRWA will send an e-mail to the student using the address associated with their SunCoast Learning account.
- The student then has 30 days to complete the course! If the student is unable to finish the course in this timeframe, the student may request an extension from TRWA. If granted, the student will have up to 30 additional days to complete the course.
- If a student does not complete the course, the student will be invoiced for the cost of the course and their voucher may be VOIDED by TCEQ-TSPWSTP
- Once the course is complete, TRWA will send an e-mail to the student confirming completion. TRWA will mail a certificate of completion to the student and report credit hours to TCEQ within 10 business days of the date of completion.
