Welcome to e-learning, a Web-based training system developed by the Texas Rural Water Association in cooperation with SunCoast Learning Systems.
E-learning offers water and wastewater operators the opportunity to access education, training and continuing education units via the Internet, 24 hours a day, 365 days a year.
E-learning is powered by a software system that delivers, manages and tracks online training through the World Wide Web. It enables water supply professionals to obtain education and training credit hours through self-paced courses. All online courseware that is eligible for TCEQ Operator Training Credit offered by TRWA have been approved by the Texas Commission on Environmental Quality.

The benefits of e-learning
Industry studies have shown that employee training budgets for most water and wastewater utilities are tighter than ever. Web-based operator license and license renewal training provides employers and employees the flexibility to take training courses at their own pace without the hassle and cost of attending live classes. Studies show that online training can be as effective as, or even more effective than, live classroom instruction, correspondence or CD-ROM-based courses. Plus, online training is more convenient, less expensive and easier to manage.

No travel cost
Water and wastewater utilities can save a significant amount of money by using the e-learning training system versus having employees travel great distances in order to attend instructor-led classroom training. Significant time and money can be saved by not having the expense of a hotel, meals and lost productivity of an employee’s time.
Convenience of anytime, anywhere training
Students can log onto e-learning courses at home or office, day or night. In order to access e-learning, all you will need is a computer with a 56k or better Internet connection.
Students move through the e-learning courses at their own pace. A quiz at the end of each module reinforces the student’s knowledge of the subject matter. Students who master 70 percent of the material in each module will advance to the next module.
The e-learning system allows a student to exit and return to the course at any time. Students have 6 months from the date of enrollment to complete and pass an e-learning course.
Easy to use
E-learning courseware is very user-friendly and is designed to keep the attention of the student through the use of charts, graphs, video clips, audio clips and other interactive technology.
Wide variety of courses available
Water and wastewater operators registering for e-learning courses will have a menu of courses from which to choose. We are constantly adding and updating courseware to reflect changing industry needs and regulations.
Interaction with instructor
Unlike some Web-based programs; e-learning has a feature allowing students to ask questions of the instructor through a response e-mail system.
Automated course tracking
Automated tracking of student progress and completion of classes is easy to access and manage. Information is readily available to the student or employer and customized reports can be created for printout.
How to begin
First, complete the online registration. You will be asked to provide your name, company name, address, license number (or social security number if no operator license has been issued), e-mail address and telephone number.
Second, enroll in and pay for the course you wish to take.
Payments made through the online credit card transaction are usually approved within seconds.
Payments by check or money order will take longer to allow for bank processing, usually 10 business days after receipt by TRWA. You will be notified by e-mail when payment has been processed and the course is available to start. Send checks, payable to TRWA, to TRWA - Training Department, 1616 Rio Grande St., Austin, TX 78701. When you send your check, please be sure to include the following information: student name, company name, class enrolled in and e-mail address.
Once you are enrolled, log in under "Registered User” and select New Learning Session.” Then select the course you wish to take and select "Course Menu.” This will take you to the module map. Next select the radio button next to "Intro” and select "Launch.” Your new learning session will then begin.
You are not required to complete the course in a single learning session. Unless stated otherwise, you may start and stop as often as you like until you complete the course. However, you must complete the course within 6 months. If you do not, you will be required to repay/re-register to complete the course.

How do I register for an e-learning class?
Click here to register for a course. The registration form will provide you with instructions for registering as a new student. You will need your social security number and credit card information. Once registered, you will select your own personal user id and password in order to access the courseware menu.
What does an e-learning course cost?
A 20-hour online course is typically $235.
Do you accept credit card payment online?
Yes, we will accept payment online by MasterCard, Visa and American Express. All online transactions are encrypted and processed on a secure server.
Can I pay by check?
A company check or personal check will be accepted by mail, however you will NOT be able to access the online course until after the check has been received and processed.

Remember: You must register at SunCoast Learning when sending a check. When the check is received, TRWA will access your account and activate the course.
Must I complete the course at once or can I come back to the course at a later date?
Once you are enrolled in an e-learning course, you will have 6 months in which to complete the course. However, you must complete the course within 6 months. If you do not, you will be required to repay/re-register to complete the course. You may take the course at your pace and access it any time, at your convenience.
Do you track my courses and credit hours online?
Yes, the e-learning management software automatically tracks the courses that you have enrolled in through TRWA. Your progress through each course is shown each time you access the system.
If I do not pass the course will I be able to take it again?
The e-learning system requires that a student master at least 70 percent of each course module before allowing the student to move to the next module. If you fail a module, you will be able to re-take it as many times as you wish. If you fail the final exam, you may review the course material again without charge, as many times as necessary, until you master a passing score of 70 percent. If you have not completed and passed the course within a 6-month period from the date of enrollment, you will be required to pay another course fee.

Do I receive a certificate indicating that I have passed the course?
Yes, upon completion of the course, TRWA electronically submits online training results to TCEQ once a week, usually on Mondays and will also provide you a certificate indicating the name of the course and hours of credit earned.
Does completing this on-line course mean I am now licensed?
No. To become a licensed operator, you must apply to the Texas Commission on Environmental Quality and take their licensing exam. Exams are offered once per month in all their regional offices.

Can I take the TCEQ exam online?
Exams and licensing fees are separate from TRWA courses. You must contact TCEQ to apply/renew your license and register for the exam.
